Position Description

The Chemical Accident Prevention Program (CAPP) exists to protect the health, safety and general welfare of the residents and employees of Nevada from the effects of the improper handling of hazardous chemicals or explosives and protect the natural resources of Nevada by preventing and mitigating accidental or unexpected releases of hazardous chemicals into the environment. Incumbent will participate in inspections and permitting of CAPP regulated facilities by reviewing information, records and documentation as well as performing plant walk downs in various indoor/outdoor environments. Documentation may include site and plot plans, specifications, diagrams, hazard assessments, and emergency response programs. Responsibilities include performing inspections, writing reports, maintaining records, managing applications, and invoicing. Incumbent will be required to follow site specific safety requirements and interface professionally with facility staff. The individual must possess the ability to perform work independently or in a team. Work requires good communication skills and the ability to read and interpret documentation including P&IDs, plans, schematics, specifications, and calculations. Chemical or mechanical engineering experience with industrial plant processes, equipment, and the principles of process safety management is required. Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. Approximately 50% office work and 50% field work. Field work will include day travel to facilities in Northern Nevada and overnight travel to facilities in Southern Nevada. Overnight (M-F) travel is required approximately 25% of the time but may reach up to 50% at times. Applicants must have an ABET accredited BS engineering degree (or equivalent as defined by the Nevada Board of Professional Engineers). Applicants are expected to have passed the Fundamentals of Engineering Exam (FEE) prepared by the National Council of Examiners for Engineering and Surveying. If the selected applicant has not yet passed the Fundamentals of Engineering Exam at the time of employment, the incumbent will be expected to take and pass the exam within the first year of employment. If the employee fails to pass the FEE exam within a year, they will be considered for release prior to the end of probation.


Staff Associate Engineers perform professional engineering assignments not requiring licensure by the State Board of Professional Engineers & Land Surveyors. Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university in civil engineering or closely related engineering field and two years of professional engineering experience; OR Certification by the Nevada State Board of Professional Engineers and Land Surveyors as an Engineer Intern, and two years of professional engineering experience in civil engineering or closely related engineering field; OR two years of experience as a Staff I, Associate Engineer or Supervisor I, Associate Engineer in Nevada State service; OR an equivalent combination of education and experience.
