Position Description


Professional Engineer Administrators are responsible for management of an assigned district, function or division in the Department of Transportation.


Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.


This position is located in District 3, Elko. Incumbent administers the District Maintenance Programs; monitors expenditures to ensure compliance with approved budget; set priorities for placement of labor and equipment; develops budget for district operations and annual work program; manages the district's maintenance, equipment shop, and stockroom; reviews and approves highway maintenance encroachment permits; performs field reviews and recommends changes to bring plans into compliance with standards; conduct meetings with consultants to review plans and recommend changes and deletions to bring permits to an acceptable approval level; and represents NDOT at hearings, meetings, conferences, and committees with other entities or the public to explain policies and projects. This position also requires the ability to live and work in a remote area.

Minimum Qualifications

Current licensure as a Professional Engineer (P.E.) and four years of progressively responsible professional engineering experience in a supervisory or responsible project charge capacity; OR one year of experience as a Manager II, P.E. in Nevada State service; OR two years experience as a Manager I, P.E. or Supervisor IV, P.E. in Nevada State service; OR licensure and an equivalent combination of education and experience.

Special Requirements

As a condition of employment, pursuant to NRS 284.4066, this position has been identified as affecting public safety.  Persons offered employment in this position must first submit to a pre-employment screening test for controlled substances.

Registration as a Professional Engineer is required at the time of appointment and as a condition of continuing employment.
A State of Nevada/FBI background check will be required of the selected applicant.

Working knowledge of civil engineering principles, practices and terminology.
Ability to discuss a variety of engineering related topics on short or no notice with the public or management.
Working knowledge of engineering properties of highway materials.
Ability to write concise reports, memoranda, and directives including analytical reports.
Working knowledge of principles of organization and management in an engineering environment.
Working knowledge of personnel management and related policies and procedures.
Ability to make decisions based on technical information, department policies and goals which may involve large expenditures and public safety.
Working knowledge of financial aspects of managing engineering projects.
Ability to analyze situations or procedures to define the problem or objective and identify relevant concerns or responsibilities.
Working knowledge of engineering principles, nomenclature and construction methods.
Skill in financial and technical analysis.
Ability to exchange ideas, information and opinions with others to formulate policies and programs and/or arrive jointly at decisions, conclusions or solutions.
Working knowledge of highway capacity analysis.
Ability to foresee consequences of decisions.

Working knowledge of principles and practices of civil engineering related to the maintenance and construction of highways and bridge structures.
Ability to read and comprehend technical reports to keep abreast of the latest management/engineering theory or application and develop new policy if warranted.

Ability to manage staff and resources including developing plans and making decisions.
