Position Description

This Business Process Analyst 2 position is with the Nevada Department of Agriculture (NDA) Administrative Services Division, located in the Sparks Headquarters office.  Working under general direction of the Department’s IT Manager 2, the position coordinates with department staff to determine business process objectives in support of the NDA strategic plan and assists with the project management and implementations.  The position is the technical bridge between program staff, IT, and vendors.  The BPA 2 position is pivotal in the re-engineering and change management process to ensure Division staff understand how to best achieve their program goals in information systems.

Effective oral and written communication skills are a must since this position will consult with project sponsors and end-users in gathering and documenting business, functional and non-functional requirements as well as aligning them with technical requirements. In addition, the incumbent will be responsible for testing systems functionalities, working with subject matter experts to gain in-depth knowledge of processes to create and implement the framework and standards for documenting business processes and flows for the department. The incumbent must be able to perceive and define cause and effect relationships in business processes and automated systems; work with program subject matter experts, computer programming staff analyzing information, problems, or practices to identify relevant concerns, patterns, tendencies and formulates logical conclusions.  Familiarity with PMBOK standards and Agile methodology is preferred.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and two years of professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included one year of experience applying recognized IT/data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.

  • Experience developing software test plans and other work items is required.
